Payment approval follows the licensed gambling activity
In the United States, online gambling legality and licensing depend on the activity and jurisdiction. Regulation GG requires payment-system participants to maintain policies designed to prevent restricted transactions connected to unlawful Internet gambling. Its compliance guidance describes due diligence that can include the operator's license or, where appropriate, a reasoned legal opinion.
Visa's merchant data standards use MCC 7995 for card-absent gambling transactions, with U.S. gambling categories 7800, 7801, and 7802 used where their definitions apply. The acquirer assigns the MCC and approved countries or states. An operator cannot treat a processor's technical reach as permission to accept wagers in a new market.
- Identify the legal entity and license that contract with players in each market.
- Map player location, game type, currency, deposit method, and payout method to that license.
- Separate real-money wagering, social casino, fantasy sports, lottery, skill gaming, and B2B platform activity.
The underwriting file must connect the license to the cashier
A processor needs more than a copy of a gaming license. It must understand which entity accepts the payment, how players are admitted, where funds are held, who supplies the games, and how deposits, refunds, withdrawals, and dormant balances move.
- Entity, beneficial-owner, director, banking, financial, and processing-history documents.
- Gaming licenses, approved domains and apps, market legal opinions where requested, and regulator correspondence relevant to payments.
- Player registration, age and identity checks, geolocation, sanctions and AML controls, deposit limits, self-exclusion, and responsible-gaming procedures.
- A payment-flow diagram covering deposits, stored balance, bonus funds, winnings, chargebacks, refunds, withdrawals, and third-party payment partners.
- Terms, bonus rules, withdrawal rules, complaints process, descriptor, customer support, and transaction-monitoring procedures.
Deposits and payouts should be underwritten as two products
Card acquiring, ACH, pay-by-bank, wallets, vouchers, and cash alternatives have different identity, return, settlement, and geographic rules. A provider may support deposits but not player withdrawals, or may offer payouts only to named accounts in selected markets.
The cashier should show the methods actually available to that player and license. Before launch, confirm minimums, maximums, name matching, withdrawal priority, source-of-funds controls, failed-payout handling, fees, and expected processing time for each rail.
Player funds and merchant reserves are not the same money
Gaming rules may govern how player balances are protected. An acquiring reserve secures the payment provider's exposure under the merchant agreement. Confirm both arrangements and do not use one label for the other.
Link payment controls to player-account controls
An iGaming loss can begin as card testing, account takeover, identity fraud, bonus abuse, multi-accounting, collusion, or an unauthorized deposit. Payment screening alone cannot see every risk inside the player account.
Join device, identity, geolocation, deposit, gameplay, withdrawal, and customer-support signals under a consistent account identifier. Keep the authorization result, authentication data, terms accepted, location result, gameplay ledger, withdrawal history, and customer communications for disputes and regulator inquiries.
- Block rapid deposit attempts and repeated cards before they become an enumeration pattern.
- Review changes to password, device, address, payment instrument, and withdrawal destination together.
- State bonus and withdrawal conditions in plain language at the point they affect the player.
- Track fraud and disputes by licensed market, payment method, issuer, affiliate, and game type.
Model settlement, reserves, and payout liquidity together
The merchant agreement may include delayed settlement, rolling reserves or fixed reserves, volume caps, and country limits. It may also allow enhanced review after a fraud or dispute increase. None of those terms should be inferred from a provider's general marketing.
Daily cash planning should include acquiring settlement, player withdrawals, refunds, and chargebacks. It should also carry jackpot or large-win exposure, currency conversion, and the effect of weekends or bank holidays. Ask which balance funds each obligation and what happens if the processor pauses deposits or holds settlement.
Questions for an iGaming payment proposal
Require the approved entities, markets, domains, MCCs, currencies, payment methods and transaction types to be listed in the agreement or written approval.
- Which acquiring bank or PSP accepts the gambling transaction in each market?
- Which deposit methods, payout methods, card brands, wallets, states or countries, and currencies are live for this license?
- Are merchant-initiated transactions, recurring deposits, stored credentials, and gambling debt restricted?
- How are chargebacks, negative balances, reserves, refunds, and player withdrawals funded?
- What events trigger manual review, lower limits, delayed settlement, or termination?
FAQ
Common questions
Does a gaming license guarantee payment processing?
No. A license supports the legal and regulatory review, but the acquirer still underwrites the operator, ownership, markets, products, controls, processing history, and expected exposure. Approval is specific to the contracted route.
What MCC is used for online gambling?
Visa's public merchant data standards state that card-absent online gambling transactions use MCC 7995, while specific U.S. categories 7800, 7801, and 7802 apply where defined. The acquirer, not the operator, assigns the applicable code.
Can one provider handle both deposits and winnings payouts?
Sometimes, but support for acquiring does not establish payout coverage. Confirm each rail, licensed market, currency, account-name rule, limit, fee, funding source, and return process separately.
Why do processors ask for geolocation and player-control details?
The payment route must be limited to lawful activity in approved markets. Geolocation, age and identity checks, account controls, and the license scope help the provider understand whether the operator can keep restricted transactions out of the payment system.
